Every Utah figure on this site counts first-choice applications only.The division says so itself — its reports "only reflect hunters' first-choice selections" — and it publishes no odds for the second through fifth choices, which it says are affected by residency, youth status, group applications, Dedicated Hunter selections and weapon type.
